Strictly implement entry prevention and control measures
严格落实入境防控措施
1. In case of fever, respiratory symptoms and other abnormal conditions of overseas personnel entering Jinzhou, special personnel will be assigned to lead them to the isolation room of airport and railway station for observation. During the observation in the isolation room, if fever (≥ 37.3 ℃), cough and other symptoms are confirmed by further examination, they will be transferred to the fever clinic for diagnosis and treatment by the municipal emergency rescue center.
境外入锦人员如出现发热、呼吸道症状等异常情况，由专人引领至机场、火车站隔离室观察。在隔离室观察期间，如经进一步检查确认有发热（≥37.3℃）、咳嗽等不适症状，由市紧急救援中心转运至发热门诊诊断治疗。
2. If there is no abnormality in the physical condition of the foreign passengers entering Jinzhou, Jinzhou City will arrange a special vehicle to receive them to the designated isolation point of the city district free of charge, organize nucleic acid detection and conduct a 14 day centralized quarantine for observation. The individual will pay all expenses to the quarantine.
境外入锦人员如身体状况无异常，由锦州市安排专车免费接到县（市）区指定隔离点，集中组织核酸检测，并进行为期14天的集中隔离观察，食宿费自理。
3.During the isolation period if the person’s body temperature exceeds 37.3 degrees Celsius, the person would be transferred to the fever clinic for diagnosis and treatment and if diagnosed with the Novel coronavirus peneumonia(COVID-19),he/she will be transferred to the Jinzhou infectious disease hospital.
境外入锦人员隔离期间，如出现发热（≥37.3℃）等异常情况，立即联系市紧急救援中心转运至发热门诊诊断治疗，诊断为感染新冠肺炎的，转运至锦州市传染病医院救治。
4.People with overseas travel history who have arrived at the port from other ports in China within the last 14 days should report truthfully to their units or communities (villages) immediately after arriving at the port and should be in isolation for observation from the date of arriving at the port until 14 days.
从全国其他口岸入境不满14天、自行抵锦的有境外行程史人员，须在抵锦后立即向所在单位或社区（村）如实报告，并在自抵锦之日起一律实施集中隔离观察至14天期满。
5. If Chinese and foreign personnel are confirmed as imported or suspected cases after entering Jinzhou and if there is basic medical insurance, the medical expenses will be paid according to the relevant provisions of basic medical insurance. If there is commercial insurance, expenses will be paid according to the provisions of the commercial insurance contract. Other personnel shall be borne by individuals in principle.
境外人员入境来锦后被确诊为输入型病例和疑似病例的，有基本医疗保险的，医疗费用按照基本医疗保险相关规定支付，个人承担部分由财政给予补助；有商业保险的，按照商业保险合同规定支付；其他人员原则上由个人承担。
6.In combination with the delayed opening of the school, the city's colleges and universities take the initiative to contact foreign students and teachers who are still abroad and require that they should not return to school by themselves before school resumes. Before coming back to the university, students must forward the flight tickets to class teachers for a registration.
全市高校结合延迟开学情况，主动联系尚在境外的外国留学生和教师，要求在学校复学前，不得自行返校；对提前返校的，应预先提供机票信息，所在学校要及时向所在地区疫情防控指挥部报告，并在属地政府的安排指导下，做好人员隔离和疫情防控工作。

严格依法责任追究
1. Chinese and foreign personnel who return from abroad should faithfully fulfill the information reporting responsibilities such as health declaration, travel history filling etc.Those suspected of deliberately concealing the contact history of infectious diseases, the travel history of countries (regions) with serious epidemic situation, concealing the state of illness, failing to report the health status truthfully, refusing to accept medical examination and territorial control measures, and other behaviors that disturb the normal order of epidemic prevention and control will be punished in accordance with the law of the People's Republic of China on Administrative Penalties for Public Security and the law of the People's Republic of China on Prevention and Control of Infectious Diseases. Novel coronavirus pneumonia (COVID-19) shall be investigated and punished according to law and regulations, and shall be included in the personal credit file as a dishonest person. The medical payments are charged by the patients themselves.
境外来锦的中外人员，应如实履行健康申报、行程史填报等信息报告责任。凡涉嫌故意隐瞒传染病接触史、故意隐瞒疫情严重国家（地区）行程史，隐瞒病情、不如实申报健康状况、拒绝接受医学检测和属地防控措施，以及其他扰乱疫情防控正常秩序等行为的，将依据《中华人民共和国治安管理处罚法》《中华人民共和国传染病防治法》等法律法规，依法追究相应法律责任，并作为失信人员纳入个人信用档案；被诊断为新冠肺炎确诊或疑似病例的，医疗费用一律由个人承担。
2. Personnel, Institutions, enterprises or communities who fail to report, deliberately conceal the situation of overseas personnel, or fail to fulfill their work responsibilities causing serious consequences will be investigated for corresponding responsibilities according to laws and disciplines. If epidemic situation spreads or spread risk is caused, legal responsibility will be taken according to the law and included in the personal credit file as a dishonest person.
对知情不报、故意隐瞒境外来锦人员情况，或工作责任不落实，造成严重后果的机关、企事业单位和所在街道、社区（村），依法依纪追究相应责任。引起疫情传播或造成传播风险的，将依法追究法律责任，并作为失信人员纳入个人信用档案。
